Understanding cables
Every cable message consists of three parts:

Director of the Ministry of Foreign Affairs' Multilateral 
Division, points in reftel A on May 11 and points in reftel B 
on May 16.  On May 11, Mulamula said the Government of 
Tanzania hoped the vote on the Syria-Lebanon resolution will 
be unanimous as it is a follow-up to a previous resolution. 
On May 16, Mulamula said she had been "asked to inform New 
York to support the resolution."
