Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1.  Embassy submitted a diplomatic note on March 30 to relay 
the U.S. request for Turkey's support for the U.S. candidate 
Julie Napier Zoller for the ITU Radio Regulations Board (Ref 
A).  The GOT MFA responded by diplomatic note on April 24 
that "it would give its most careful consideration" to the 
candidature of Ms. Zoller for the position. 
 
2.  Embassy submitted a diplomatic note on March 24 to relay 
the U.S. request for the support of the Government of Turkey 
for the election of the U.S. to the ITU Council (Ref B).  The 
GOT MFA's note of April 26 proposed "a mutual support 
agreement" between the candidatures of the two countries for 
election to the ITU Council for the term 2006-2010.
