Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

On March 10, Poloff discussed Reftel with Mario Rivera, 
Multilateral Affairs Director of the Ministry of Foreign 
Affairs (MFA).  Rivera stated that the GOES continued to 
support the inclusion of Israel's Magen David Adom society in 
the International Red Cross Movement.  Later in the day, 
Poloff received a phone call from the MFA indicating that the 
GOES signed the Third Additional Protocol on March 8.
