Understanding cables

1.  On February 18, Government of National Unity (GNU) 
President Omar al-Bashir established the National Council 
for Disarmament, Demobilization, and Reintegration (DDR) 
Coordination.  As outlined in the Comprehensive Peace 
Agreement (CPA), Section 25.1 of the ceasefire agreement, 
this council will approve state plans, establish general 
policies, supervise implementation, coordinate with other 
organizations, and review and evaluate the progress of 
DDR programs.  The council will make regular reports to 
the Presidency.  The presidential decree establishing the 
council does not vary from the requirements as indicated 
in the CPA. 
 
2.  Members of the council were named based upon their 
positions, as called for in the CPA, with additional 
advisors to be named later.  The council membership is as 
follows, with party affiliation noted:
