Understanding cables

EXCHANGE OF NOTES 
 
 
1.  The U.S. signed an agreement with the Government of Brazil on 
"Cooperation in the Peaceful Uses of Outer Space" on March 1, 1996. 
According to Post documents, the agreement went into force July 9, 
1997 for a period of 10 years.  It can be extended by an exchange of 
notes. 
 
2.  Maria Teresa Pessoa of the Brazilian Foreign Ministry has 
indicated the Government of Brazil's willingness to extend this 
agreement with an exchange of notes.  Post seeks Department's 
guidance on whether the U.S. is willing to extend this agreement 
with a simple exchange of notes. 
 
3.  Post has copies of the 1996 agreement and the 1997 dip note 
prepared that entered it into force available for transmission.  To 
request a copy of this document by fax or email, contact Scientific 
Affairs Assistant Daisy B. da Costa at costadbd@state.gov 
 
4.  Please advise on whether an exchange of notes will be acceptable 
and what date is the legal deadline for renewing this agreement.
