Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1. Government of Brazil sent a formal copy of the Portuguese 
translation of the LBA text to Post on March 3. On March 6, copy was 
faxed and received by OES Patricia Meeks.  Copy of text and the 
diplomatic note that accompanied it was mailed to Meeks on March 14. 
 
 
2. Please advise Post when the Portuguese and English versions of 
the LBA have been completely reconciled.  Post will then work with 
the Ministry of Foreign Affairs to agree upon a time and location in 
Washington where it can be signed.
