(U) On 3/16, PolCouns and Poloff discussed reftel points with 
Mario Sandoval, the MFA's Director of Multilateral Affairs 
and Julio Peralta, the MFA's Director of International 
Organizations who will be a member of the Paraguayan 
delegation and was aware of the Venezuelan draft.  Both 
assured us that Paraguay intended to support the original 
draft Declaration of San Carlos that was passed by consensus 
on March 10.
