Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1.  With respect to the UN OCHA Donor Support Non- 
Traditional Donors Conference co-chaired by the GOT and 
USAID and scheduled for April 27-28 in Istanbul at the 
Hotel Dedeman, Embassy POC is David Young (90-312-455 
5555 X2256; YoungDK@state.gov) and Consulate PA POC is 
Katharina Gollner-Sweet (90-212-335 9000 x9145; 
SweetKP@state.gov). 
 
2.  Got MFA Officer Volkan Oskiper (90-312-292-2851; 
voskiper@mfa.gov.tr) made contact with Embassy and shared 
the draft agenda.  The goal of the conference is to 
increase humanitarian funding partnerships with non- 
traditional (non-OECD) donors.  Per Reftel USAID will 
provide a fund-site to cover conference expenditures.  In 
consultation with USAID, The Turkish Emergency Management 
Agency (YAY) has made initial research and arrangements 
through Aktuel Tours travel agency in Istanbul.
