Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol).  1.  Embassy Kabul welcomes John Lis, Francis Miko, and 
Kenneth Katzman, Professional Staff Members, House 
International Relations Committee (HIRC);Robert Lawrence and 
Thomas Ross, Professional Staff Members, Office of the 
Speaker (SPKR); Keith Schultz, USAID, and grants country 
clearance for their visit to Afghanistan from February 26 to 
March 02, 2006, to conduct an on-site assessment of the 
Parliament to determine its suitability for inclusion in 
House Democracy Assistance Commission Programs and to discuss
