(SBU) On February 23 Charge' delivered reftel demarche by 
telephone to Maldivian Foreign Minister Dr. Ahmed Shaheed. 
Shaheed agreed that the bombing was a horrific act of terror 
that deserved condemnation.  He indicated that his government 
would consider issuing such a statement.
