1.  (SBU) We delivered reftel demarche to Gulin Dinc, 
Department Head in the Directorate for International 
Political Organizations at the Foreign Ministry on February 
10.  Ms. Dinc expressed appreciation for our information and 
said the MFA would carefully consider our position on the 
Venezuelan and Guatemalan candidacies for the UN Security 
Council.
