Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.
To understand the justification used for the classification of each cable, please use this WikiSource article as reference.

SUBJECT: POST'S NOMINATIONS FOR THE "FY-06 MIDDLE EAST
PARTNERSHIP INITIATIVE INSTITUTE" - UNDERGRADUATE STUDENTS

REF: SECSTATE 211865

1. THE PUBLIC AFFAIRS SECTION NOMINATES FIVE PRINCIPALS AND
ONE ALTERNATE UNDERGRADUATE STUDENT FOR SUBJECT PROGRAM.

2. THE CANDIDATES ARE MEMBERS OF THE KING ABDULLAH II FUND
FOR DEVELOPMENT (KAFD). THE FUND WAS INITIATED BY HIS
MAJESTY KING ABDULLAH II. IT AIMS TO COME UP WITH A
MECHANISM ON HOW TO ENHANCE UNIVERSITY STUDENTS' ROLE IN THE
KINGDOM'S POLITICAL, AND ECONOMIC AND SOCIAL LIFE. IT IS A
SERIOUS ATTEMPT TO HEAR STUDENTS' VIEWS ON ALL ASPECTS OF
LIFE AND TO GIVE THEM A CHANCE TO SPEAK THEIR MINDS ABOUT
THEIR OWN CONCERNS AND SUGGESTIONS TO UPGRADE EDUCATIONAL,
POLITICAL, ECONOMIC AND SOCIAL LIFE.

KAFD WAS ESTABLISHED BY A ROYAL DECREE IN 2001 AS A NON-
GOVERNMENTAL ORGANIZATION SEEKING TO PROVIDE ALL SEGMENTS OF
THE JORDANIAN COMMUNITY, PARTICULARLY THE LESS DEVELOPED AND
PRIVILEGED, WITH NEW AND INNOVATIVE ECONOMIC OPPORTUNITIES
AIMED AT ALLEVIATING THEIR SOCIO-ECONOMIC BURDENS. HIS
MAJESTY'S RECOGNITION OF THE IMPORTANCE OF ESTABLISHING A
NON-GOVERNMENTAL ORGANIZATION THAT MIGHT SUPPORT
DEVELOPMENTAL AND PRODUCTIVE PROJECTS ACROSS THE KINGDOM WAS
THE MAIN DRIVING FORCE BEHIND THE ESTABLISHMENT OF THE FUND.

THE NOMINATION SUPPORTS THE MPP'S DEMOCRATIZATION OBJECTIVE
BY SUPPORTING CIVIC ACTIVISM AMONG THE YOUTH.
