Understanding cables
Every cable message consists of three parts:

1.  As reported ref B, Dr. Bernard Vallat, Director General 
of the World Organization for Animal health (OIE) has 
accepted the invitation to the January 19 side meeting at 
the January 17-18 International Conference on Avian and 
Human Pandemic Influenza. 
 
2.  Ref A also requested comments on the agenda of the 
January 19 meeting.  If possible, Dr. Vallat would like an 
opportunity to speak about the need for good governance, 
appropriate legislation, and efficiency of veterinary 
services worldwide in countering avian flu and similar 
threats (These issues are reviewed in Ref C).

Bruschke; she can be reached in Beijing by cellphone 33-6-32- 
46-96-40.  Both Drs. Vallat and Bruschke are staying at the 
Great Wall Sheraton (site of the Conference).
