Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

 1. (SBU) On December 13, Poloff delivered ref demarche on 
the seeking Coalition/NATO election events to Katerina 
Moravcova, Deputy Director of the Czech MFA Middle East and 
Africa Department and Pavel Mrazek, Iraq desk officer. 
Moravcova said that the MFA would certainly issue a statement 
of support following the successful completion of the 
December 15 Iraqi election.  Moravcova noted that the Czech 
MFA is funding the travel of two buses of Iraqi expatriates 
living in the Czech Republic to vote in Vienna on December 
15.  The trip is being organized by the Czech-based 
organization Iraqi Forum, however the MFA is funding the 
entire trip.
