Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1.  France's leading NGO dedicated to the support of 
terrorist victims and their families is S.O.S Attentats - 
S.O.S. Terrorisme.  It was founded in 1986 by Franoise 
Rudetzki, herself a victim of terrorist attack.  Its aim is 
to seek monetary compensation, psychological and medical care 
and judicial assistance for terrorism victims and their 
family members.  The organization helps all victims of 
attacks on French soil, regardless of nationality; it also 
helps victims of terrorist attacks outside France who are 
French citizens or residents.  The organization welcomes 
contact with similar, American organizations.

S.O.S Terrorisme.

3.  S.O.S. Attentats is a duly accredited non-governmental 
organization under applicable French law.  It has no 
political or religious affiliation.  The organization employs 
two full-time staffers, in addition to its director, Francois 
Rudetzki.  The French government and local government 
entities provide support, financial and other, to S.O.S. 
Attentats; these include the office of the Prime Minister, 
the Ministry of Justice, the Ministry of Defense, the 
Ministry of Foreign Affairs, the Secretariat for Veterans and 
War Victims, the Ile-de-France Regional Council and the Paris 
City Hall. 
 
4.  S.O.S. Attentats works with a similar organization in 
Spain and with the British organization called &Disaster 
Action,8 but has no contact yet with U.S. associations 
dedicated to similar purposes.  S.O.S. Attentats is 
organizing a symposium -- coinciding with the anniversary of 
its 20th year of activity -- for the Spring of 2006, and 
would like to invite interested U.S. organizations.
