Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1. On December 17, Deputy Econ/Pol Chief delivered reftel 
talking points to Faruque Faquira, Head of Department, 
Directorate for International Organizations and Conferences 
(DOIC), Ministry of Foreign Affairs.  Faquira gave no 
substantive response. 
 
2. The Mozambican media ran a few short "general interest" 
pieces on the election in Iraq, but has not reported any 
official GRM reaction, and neither the president nor his 
government have made any public statements of support for the 
December 15 Iraq elections.
