On December 13, Deputy Econ/Pol Chief delivered reftel 
talking points to Faruque Faquira, Head of Department, 
Directorate for International Organizations and Conferences 
(DOIC), Ministry of Foreign Affairs.  Faquira gave no 
substantive response other than to state that the GRM hopes 
to see positive steps towards building democracy in Iraq. 
Faquira promised to share the USG views with his superiors in 
DOIC, as well as his colleagues in the Department for Middle 
Eastern Affairs.
