Understanding cables

Poloff delivered reftel Announcment of Force Adjustment in 
Iraq to Julio Garro, the Foreign Ministry's Director of 
Multilateral and UN Affairs, and to Carlos Roman, Head of the 
Office of Human Rights, on 12/27 with a request that the 
Announcement be passed on to appropriate authorites at the 
Defense Ministry.  Post notes that the Peruvian Government is 
officially closed for Christmas/New Years Holidays until 
January 3.  Nonetheless, both Roman and Garro are at work and 
said they would see that reftel announcement reached the 
appropriate MOD offices.
