Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

(SBU) On December 21, Charge d' Affaires and Econoff 
(notetaker) met with Ministry of Foreign Affairs Asia 
Department Head Ambassador Abdul Mohsin Al-Haroun to deliver 
reftel talking points.  CDA thanked Al-Haroun for Kuwait's 
previous support for Afghanistan and other causes, and urged 
that the GOK consider new financial pledges at the upcoming 
conference.  Al-Haroun stated that the GOK was "trying our 
best to help develop Afghanistan," and said that he was 
certain the GOK would participate in the conference, but 
offered no specifics about possible pledges. 
 
ΒΆ2.  (SBU) Also on December 21, the British and Afghan 
ambassadors met with MFA Undersecretary Khalid Al-Jarallah to 
deliver a joint demarche on this same issue.
