Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

REF: SECSTATE 226670

On December 28, emboff delivered reftel points to Development
Cooperation Ireland (Aid mechanism of the Department of
Foreign Affairs) Assistant Principal Cait Moran. Moran said
that the GOI has not yet determined the amount or the method
that Ireland will pledge to the upcoming international
conference on Afghanistan ("Afghanistan Compact") in London.
She said that this decision will be taken by mid-January
after consultations with the EU. She added that Ireland is
looking for new partners on the ground since several Irish
NGOs who were partnered with the GOI pulled out of
Afghanistan due to the difficulties of working there.
