Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

(SBU) Emboff and German Economic Counselor Klaus Keferstein 
jointly delivered reftel list of five individuals with ASG 
links to Gustavo Rodrigues, President of the financial 
intelligence unit (COAF) and to the Foreign Ministry's 
Office for the Combat of Illicit Transnational Activities. 
In addition to reftel points and information from the USG, 
Keferstein presented the German Government's statement of 
case for listing the individuals.  Rodrigues undertook to 
conduct a search of COAF's own databases for information on 
assets or accounts belonging to the individuals, as well as 
to share the information with other relevant GoB agencies, 
including the Central Bank and the intelligence agency 
(ABIN).
