Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.

The terrorism financing op-ed by EB Assistant Secretary 
Wayne (reftel) appeared in the December 26 edition of the 
mainstream Turkish daily "Sabah" (circulation approx. 
450,000).  The paper ran the op-ed with a front-page lead 
and a photo of the Assistant Secretary.  The op-ed included 
Turkey-specific modifications cleared by post through 
EUR/PPD and EB.
