Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1.   In response to reftel A, Ankara submitted its AI 
  tripwires (reftel B) on 11/08/05. No further changes are 
  recommended at this time. 
2.   Ankara tripwires will be entered into TRIPS on the 
classified network by 12/31/05. Designated employees for 
entering tripwire data: Jason Griffin, ARSO; second reporter 
identified and log in request will follow septel. 
3.   Post is reviewing and updating its list of essential 
  personnel. 
4.   Incirlik AFB was on distribution list of Embassy 
  Ankara's tripwire cable. Incirlik's Highly Pathogenic Avian 
  Influenza Response Plan is in the process of development. 
5.   As per reftels C and D, post continues to engage the 
GOT and monitor its AI response strategy.
