Understanding cables
Every cable message consists of three parts:

(SBU) On November 29, Embassy delivered reftel para 5 talking 
points via diplomatic note to the GOK's Ministry of Foreign 
Affairs and faxed copies to the head of the Central Bank's 
Anti-Money Laundering Unit.  Emboffs will meet with MFA and 
Central Bank officials and report on any GOK feedback as 
appropriate.
