Understanding cables

1. The GOL, October 27, issued a press release congratulating 
the Iraqi people on the adoption of their new constitution. 
Text of statement follows. 
 
2. Begin text. 
 
CONGRATULATIONS ON IRAQI CONSTITUTION ADOPTION BY REFERENDUM. 
 
Lithuania congratulates Iraqi people on adoption of the first 
Constitution of new (sic) Iraq. 
 
This referendum was a test paper of the solidarity of the 
entire Iraqi nation and we are glad that all the differences 
were overcome for the peaceful future of Iraq.  We believe 
that the approval of the Constitution will be a new impetus 
of Iraqis to work together in order to build a new 
prosperous, democratic state of Iraq.

GOL's active leadership and support of freedom and democracy 
in Iraq.
