Understanding cables

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). The Canadian International Development Agency (CIDA) tells us 
that they have spoken with Mr. Osman and CIDA will be support 
his effort as well as other work by the NGO he is working 
with (International Development and Relief Foundation.  It 
and Mr. Osman are approved "Matching Partners" of CIDA's). 
IDRF plans to arrange the charter flights, which they 
estimate will cost C$50,000, and CIDA will provide funding.
