Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). SUBJECT: URGENT DEMARCHES ON UNESCO CULTURAL DIVERSITY 
CONVENTION

 1.  Reftel B talking points and Secretary Rice's letter were 
conveyed to FM Moratinos last week via a cover letter from 
the Charge.  In addition to the Foreign Minister, we also 
delivered the points to contacts at the Ministry of Culture 
and Ministry of Industry, Trade and Tourism. 
 
2.  We will deliver the letter from Secretary Gutierrez and 
Reftel A talking points to Minister of Industry, Trade and 
Tourism Jose Montilla this afternoon (October 14), with an 
advance fax copy to his Chief of Cabinet.  We will follow up 
with the Chief of Cabinet Monday morning to encourage Spanish 
support for our position. 
 
3.  Comment:  Although we've been told by trade contacts that 
they understand our position in technical terms, the Ministry 
of Culture has the firm lead on this issue and there is 
little sympathy for our position there.
