Understanding cables
Every cable message consists of three parts:

(SBU) Post delivered Ref A points to First Assistant to the 
Minister of Foreign Trade and Industry Samiha Fawzy and to 
Walid Nozahy, head of the ministry's WTO department.  As 
noted in Ref B, the ministry's standing instructions to its 
Geneva delegation are to not support the EC proposal.  Post 
will report any further developments or responses from our 
interlocutors.
