Understanding cables
Every cable message consists of three parts:

ΒΆ1.  PolOff delivered reftel action plan September 24 to 
Ministry of Foreign Affairs Undersecretary for Coordination 
and Follow Up Sheikh Abdul Aziz bin Mubarak Al Khalifa. 
Sheikh Abdul Aziz said that the GOB was eager to combat the 
trafficking problem in Bahrain and had already started to 
take some of the steps listed in the Short-Term Action Plan. 
He mentioned that a September 17-19 anti-trafficking program 
for Ministry of Justice officials (at which the Ambassador 
spoke) was a great success and that MOJ officials were in the 
final stages of drafting a law that criminalizes trafficking. 
 Sheikh Sheikh Abdul Aziz also noted that the 
inter-ministerial TIP committee will meet next week to 
discuss other anti-TIP initiatives that are underway.
