Understanding cables
Every cable message consists of three parts:

(U) Pol/Econ chief September 21 delivered reftel demarche 
concerning the U.S. position on the draft UNESCO convention 
on the protection and promotion of the diversity of cultural 
expressions to MFA Director for International Organization 
Affairs Ghassan Shaikho.  Shaikho said he would study our 
position and consult with the Ministry of Industry and 
Commerce on the trade aspects of the convention.  He 
expressed his general view that trade matters should remain 
at the WTO and not leak into other international bodies.
