Understanding cables

Per reftel, the Secretary's letter to Foreign Minister 
Moratinos was hand delivered on September 15 to Juan 
Bosco Jimenez Soriano, the Spanish MFA's North America 
desk officer. On the morning of September 16, Jimenez 
confirmed that Moratinos had received the letter.
