Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1.  Foreign Minister Oscar Maurtua informed the Ambassador on 
9/6, that Peru greatly desires to provide assistance to 
Hurricane Katrina victims soonest.  Later that day, the 
Foreign Ministry's Action Officer for Hurricane Katrina 
assistance, Director of Secuirty and Defense Affairs Daul 
Matute, informed the Embassy that Peru currently is prepared 
to provide the following donations: 
 
--  nine tons of canned tuna fish; 
 
--  3.5 tons of canned sardines; 
 
--  1800 blankets; 
 
--  1600 bandages; and 
 
--  500 polo shirts. 
 
2.  As noted in Ref B, the U.S. commercial air carriers 
servicing Lima (American Airlines, Delta, Continental) have 
all offered to provide free transport for Hurricane Katrina 
assistance on a space available basis.  In addition, Embassy 
is exploring with Embassy La Paz the possibility of 
consolidating assistance shipments from Bolivia and Peru on a 
NAS La Paz C-130 (Ref A).
