Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1.  Polcouns delivered the demarche on the IAEA Committee on 
Safeguards and Verification (Reftel) to Julio Garro, the 
Foreign Ministry's Director of Multilateral Affairs, on 9/2. 
Garro expressed satisfaction on the creation of the 
Committee. He added that while Peru will leave the IAEA Board 
at the end of the month, it will continue to have a keen 
interest in IAEA Board developments as it expects to win a 
seat on the UN Security Council in 2006, and wants to be 
fully briefed should the question of Iran's compliance with 
nuclear non-proliferation obligations come up before the UNSC. 
 
2.  Per Reftel para 6, Embassy is unaware of a Peruvian 
official capable of effectively chairing the new IAEA 
Committee on Safeguards and Verification.
