Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

SUBJECT: DEMARCHE ON DECLARATION ON INNOVATIVE SOURCES OF 
FINANCING FOR DEVELOPMENT (PERU)

1.  Polcouns delivered the demarche on the Declaration on 
Innovative Sources of Financing for Development to Julio 
Garro, the Foreign Ministry's Director of Multilateral 
Affairs, on 9/2.  Garro had no substantive comment to make on 
the declaration or on the USG's views of that document, but 
stated that he would share our concerns with Peru's UN 
Mission and interested GOP agencies. 
 
2.  The Embassy is delivering the demarche to the Finance and 
Foreign Trade Ministries as well, and will report substantive 
responses as they are received.
