national electric utility.  Tender is to be financed 
with ANDE's own funds.  Foreign bidders must 
participate only thru their duly registered local 
agents or representatives.  Specifications cost 
guaranies 250,000, or U.S. Dollars 42.00, and can be 
viewed at the web sites: www.ande.gov.py and
