Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

D/Polcouns delivered reftel Media Note on the adoption of 
strengthened terrorism financing sanctions to Foreign 
Ministry Director of Multilateral Political Affairs Julio 
Garro on August 12.  Garro was not able to comment 
immediately due to involvement in preparation of briefing 
materials for new Foreign Minister Fernando Olivera.  Post 
will follow up next week and report on the Ministry's 
reaction, as well as other actions we are taking to promote 
the implementation of Resolution 1617.
