Understanding cables
Every cable message consists of three parts:

SUBJECT: OMAN DENOUNCES EGYPT TERROR ATTACK 
 
On July 24, all major Omani media outlets covered the 
government's denunciation of the July 23 terror attacks in 
Sharm El Sheikh, Egypt.  State-run Omani News Agency 
announced that Sultan Qaboos sent a cable of condolence to 
President Mubarak.  The Foreign Ministry likewise issued a 
statement condemning the terrorist act while extending 
condolences to the victims and their families.  The ministry 
statement noted how terrorism has claimed innocent lives in 
numerous locations around the world, and called for the 
"intensification of international efforts at all levels to 
overcome its political, social, and economic causes so that 
security, growth, and development prevail."
