Understanding cables

(SBU) Poloff delivered Ref A demarche to MFA Deputy Director 
General for the United Nations Juan Manuel Gonzalez de 
Linares. He reiterated the GOS's opposition to the G-4 
Framework Resolution, as outlined in Ref B, and said that 
Spain is working on a putting forward a procedural motion 
that would push back the debate on UNSC reform until after 
the Summit (High-Level Event) in September.
