1. (SBU) The Santo Domingo Country Office (SDCO), New York 
Division Group T-42 and the Dominican National Directorate 
for Drug Control (DNCD) Sensitive Investigative Unit (SIU) 
has been investigating the drug trafficking activities of 
Quirino Ernesto PAULINO-Castillo, AKA EL DON, Luis Eduardo 
RODRIGUEZ-Cordero AKA EL PRINCIPE, David and Paul ULLOA (twin 
brothers) for more than 2 years.  The ULLOA twin brothers are 
known drug trafficking associates of Luis Eduardo 
RODRIGUEZ-Cordero, Juan Samuel RODRIGUEZ-Cordero, and Quirino 
Ernesto PAULINO-Castillo. 
 
2.  (SBU) On 06-03-2005, DNCD SIU and SDCO Agents arrested 
New York Field Office (NYFO),  RPOT targets David and Paul 
ULLOA near their DAPS CONSTRUCTION business parking lot in 
Plaza Lopez De Vega in Santo Domingo, DR. The ULLOA's twin 
brothers and 14 additional co-defendants were indicted under 
Southern District of New York case file S104Cr.1353 on 
03-15-2005, for violating Title 18 Section 1956, and Title 21 
Sections 841, 846, 959, and 963. 
 
3.  (SBU) On 06-25-2005, DNCD-SIU, DNCD Financial Unit (FU) 
and SDCO SA Jose Torres executed a seizure warrant on a 
condominium / apartment complex known as TORRE PASEO DE LAS 
PALMAS II, located at corner of Orlando Martinez and 
Silvestre Aybar Streets in Santo Domingo, DR. The complex was 
recently constructed by DAPS construction and the developer 
was in the process of selling and delivering the apartments 
to their respective owners. The condominium complex consisted 
of 10 luxury apartments with prices starting at $330,000.00 
USD each. The estimated real estate value of this condominium 
complex is 10-15 million US dollars. 
 
5.  (SBU) While the agents were executing the seizure warrant 
at TORRE PASEOS DE LAS PALMAS II, several individuals arrived 
at the building claiming ownership of some of the apartments. 
These individuals included Victor Osvaldo GOMEZ-Casanova, 
Dominican Cedula 001-1386833-5, who was accompanied by his 
wife Clara Rosa De Jesus Tejada-Rodriguez; Reynaldo de Las 
Mercedes PARED-Perez, Dominican Cedula 001-0076067-7 and 
Delio Jose GUZMAN-Abreu, Dominican Cedula 001-1386833-5. 
PARED-Perez is the current Secretary General of the ruling 
political party in the DR, the Partido Liberal Dominicano 
(PLD). GOMEZ-Casanova is a prominent Dominican radio 
commentator and a candidate for the position of Secretary 
General Partido Reformista Social Cristiano (PRSC) in the DR. 
According to intelligence information and statements made to 
the agents by individuals at the complex, those individuals 
paid in excess of $330,000.00USD for each apartment. 
PARED-Perez allegedly owns two apartments at TORRE PASEOS DE 
LAS PALMAS II. 
6.  (SBU) In the Dominican Republic, it is not unusual for 
individuals like PARED-Perez and GOMEZ-Casanova to own 
expensive real estate and personal property or have title to 
these assets even though their legitimate salaries are 
marginal. In the DR it is common for alleged drug traffickers 
such as the ULLOAs twin brothers, the CORDERO-Rodriguez 
brothers and Quirino PAULINO-Castillo to transfer these types 
of assets to politicians and military officials in exchange 
for protection and to shelter their criminal enterprises and 
MELLISOS, PRINCIPE, AND HOLD DE MAYO CCX: CS-02-107016 CCX:

their ill gotten gains from law enforcement. (Note: Many 
Dominican Drug Trafficking Organizations (DTOs,) are 
laundering their drug proceeds through construction business 
and luxury car sales). Dominican drug traffickers would 
usually have their properties registered in third parties 
names. The SDCO is recommending to the DNCD-FU and the 
Dominican Republic District Attorneys Office to conduct their 
own financial investigations on PARED-Perez and 
GOMEZ-Casanova. (AGENT,S NOTE: SA Jose Torres was present as 
an observer at the PASEO DE LAS PALMAS II Condominium Complex 
which the DNCD Agents executed the search and seizure 
warrant). 
 
7.  (SBU) The SDCO will continue to provide information on 
this investigation to the respective offices as it becomes 
available.  This cable is in lieu of a DEA-6 as per DEA
