Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

Embassy informed the French Government by diplomatic note of 
designations as cited reftel.  On 18 June, Embassy received 
a diplomatic note from the foreign ministry which "takes 
note of the designations of Air America Inc., Island Bird 
Inc., Clair Aero Inc. and Servecios Profesionales Inc. to 
fly non-scheduled flights under conditions prescribed in the 
bilateral U.S.-French agreement on air services and welcomes 
these operators who have heretofore not been registered."
