Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.

(SBU) Pol/Econ chief June 19 passed reftel additional 
suggestions for tangible support to Iraq at the June 21-22 
Brussels conference to MFA Assistant Under Secretary for 
Coordination and Follow Up Shaikh Abdul Aziz bin Mubarak Al 
Khalifa.  Shaikh Abdul Aziz reviewed the list of projects 
with interest, but stated that Bahrain was not in a position 
to fund projects.  He said that Bahrain would continue to 
support Iraq politically and would look for opportunities to 
provide in-kind assistance such as the training Bahrain 
delivered to Iraqi financial sector experts in 2004.
