Understanding cables

1. This is an action request.  Please see paragraph 3. 
 
2. Embassy Madrid received the following note verbale from 
the Embassy of the Dominican Republic in Spain on June 6 (the 
note is dated May 31).  Informal embassy translation of the 
main points is as follows: 
 
  The government of the Dominican Republic advises that it 
will present its candidate for reelection to the Executive 
Council of the World Tourism Organization in the elections 
scheduled for November 25 in Dakar, Senegal.  The Dominican 
embassy hopes that the diplomatic missions in Spain will give 
consideration to its candidate.

3. Post requests Department guidance on the appropriate 
response, if any is desired, to this note.  (Comment: Post 
notes that the United States is not a member of the World 
Tourism Organization, although Puerto Rico is an Associate 
Member.  End Comment).
