SUBJECT:  ODC SLOVENIA SIGNIFICANT ACTIVITIES REPORT, 
MAY 2005 
 
 
¶1.  SUMMARY. Embassy received a diplomatic note on ACSA 
from Slovene MFA; LOAs for JFCC and ASOC were signed; 
English language coordinator departed; Bell 412 IFF 
installation is delayed; EUCOM and DSCA approved the 
FY06 IMET program at the TPMR. 
 
¶2.  KEY ISSUES AND SIGNIFICANT EVENTS 
 
¶A. FMF 
 
1) ENGLISH LANGUAGE TRAINING (S3-D-TAC, $650,194) 
The Coordinator of the Language School departed in May; 
a Slovene replacement has been hired but has not yet 
started work.  In the interim, Kathy Lance is 
performing the duties of the coordinator.  There are 36 
Slovenian students in elementary English classes, 48 in 
intermediate classes, and 13 in an advanced class; 
courses continue until June. 
 
2) HMMWV Spares.  (S3-B-KZP, S3-B-KRA, S3-B-BAC, total 
$192,810)  Spare parts are arriving under this case. 
MAJ Fredericksen has been working hard to resolve 
issues with the invoices; most invoices have the wrong 
number of items listed.  Despite some minor problems, 
the MOD is very happy that the spares are arriving so 
quickly. 
 
3) TECHNICAL ASSISTANCE FIELD TEAM (S3-B-OAB, $153,522) 
ODC and members of the General Staff met with the 
Commander of the Vipava Training Center to discuss what 
further assistance the ODC can provide to the Training 
Center.  The Commander is truly trying to make 
improvements in basic training. 
 
4) BELL 412 VHF RADIO and IFF (S3-B-UAJ/UAK) 
Installation of the radios (UAJ) is proceeding, but has 
been delayed.  The ODC is working with CECOM, the 15th 
Brigade (Air Force), and Raytheon to determine the 
installation schedule for the IFF; the earliest start 
date would be in the fall. 
 
5) BLANKET TRAINING (S3-B-OAC) 
Four junior NCOs from the 10th Motorized Battalion 
(10th MOTB) are attending the Primary Leadership Course 
at the 7th Army NCO Academy. On 10 July, the 10th MOTB 
Commander MAJ Robert Glavas and the Battalion NCO SSgt 
Tomaz Mihelic will attend the graduation and meet with 
the Academy Deputy Commandant SGT MAJ Brooks Morrison. 
 
6) The MOD recently signed LOAs for both the Joint 
Force Command Center (information system) and the Air 
Sovereignty Operations Center (ASOC).  The combined 
value of these cases is over $3.4M.  ASOC has been 
funded with Slovene national funds but this amendment 
uses FMF funds. 
 
¶B. DCS/CONTRACTOR 
 
GPS.  The Slovenes signed GPS MOU IV this spring and 
believe they have now completed all actions necessary 
to obtain GPS for their Cougar helicopters.  The ODC is 
working on determining what actions are still required. 
 
¶D. IMET 
 
1) Three students were processed for various medical or 
veterinary courses in the US. All three students are 
from the Slovene Armed Forces Medical Service. 
 
2) Training Manager attended the Training Program 
Management Review (TPMR) 1-6 May 05. The Manager was 
asked to be a guest speaker at the conference together 
with her colleague from Czech Republic, to discuss 
regional IMET issues of the new NATO members. 
 
3) FY05 and FY06 IMET program for Slovenia was 
discussed and approved by EUCOM and DSCA. FY05 IMET 
ceiling is $950K and it should be fully utilized for 
the training of 65 officers, non-commissioned officers 
(NCO) and Ministry of Defense civilians. Further, 20 
officers and NCOs will be trained in a Mobile Education 
Team on recruiting, personnel selection and retention. 
 
4) $900K has been allotted for FY06 IMET.  The 
MOD/Slovene Armed Forces requested training for 
 
 
approximately 70 individualswith a focus on the units, 
which have to be readyfor full spectrum NATO 
operations by 2007 and 209 respectively. These units 
are 10 and 20 Motorized Battalions, 18 NBC Battalion 
and Special Forces Detachments. 
 
5) International Defense Acquisition Resource 
Management (IDARM) hosted a one week E-IMET regional 
MET from 23-27 May at the Civil Protection Training 
Center, attended by 18 participants from seven 
countries (Albania, Bosnia-Herzegovina, Czech Republic, 
Latvia, Macedonia, Slovenia and Turkey). The 
participants learned about strategies and tactics of 
negotiations, planning and preparation for negotiations 
and other interpersonal skills that are critical toward 
successful negotiations in today's multicultural 
environment.  The range of participating nations 
offered a rich opportunity for attendees to practice 
multicultural negotiations in the safe setting of the 
classroom. We hope to host another such event in FY07. 
 
6) An ECL test was administered to two students, both 
are candidates for FY05 IMET courses. 
 
¶E. COUNTERTERRORISM FELLOWSHIP PROGRAM (CTFP). 
 
1) Slovenia will receive $75K in counterterrorism funds 
in FY06 and currently has four courses programmed. 
This is the first year Slovenia requested and received 
Counterterrorism Fellowship Program (CTFP) funds. 
 
¶F. MARSHALL CENTER. 
 
1) Mr. Saso Korenjak, Director, Security and Protection 
Bureau, General Police Directorate, is attending the 
course "Alumni Leadership Seminar: Future Directions in 
Alliance, Coalitions and Cooperation", on 7-10 June. 
 
2) "Lessons Learned from Recent Terrorist Attacks", 
Ljubljana, 28 June - 01 July 2005. This event is co- 
sponsored by the Marshall Center and the US Mission to 
NATO and the Slovene Ministry of Foreign Affairs. The 
conference will bring together experts from Russia and 
NATO to compare lessons learned from recent Islamic- 
militant attacks, with emphasis on presentations from 
the US, Spain and Turkey. With this conference, the 
Graduate support office will host "Slovenia Security 
Cooperation Roundtable" on a topic of Transatlantic 
Cooperation and Security after 9/11. 
 
¶G. MIL-TO-MIL/BILATERAL AFFAIRS 
 
1) The 17th BVP Bn (Military Police Battalion) and the 
220th MP Company will conduct the final planning 
conference for the Small Unit Event in Ljubljana from 7- 
9 June. The Small Unit Event will be held in Slovenia 
29 Aug - 9 Sep. 
 
2) A Video Teleconference was used to conduct planning 
for FY06 Mil-to-Mil events in Slovenia.  This was a 
very productive and efficient way to conduct this 
planning. 
 
3) SI-0772: NBC Operations will be conducted 13-16 June 
in Kranj, Slovenia.  LTC Beard and SFC Wells will be 
conducting the exercise. 
 
4) SI-0781: Marine Integration will be conducted 20 - 
24 June in Parris Island and Camp Lejeune.  BG Krkovic 
and MAJ Zakrajsek from the General Staff and FORSCOM 
training and plans will attend at the Slovenes own 
expense.  They want to better understand how U.S. 
Marines are integrated into their unit's following the 
initial training. 
 
5) SI-0776: Rotary Wing PKO will be conducted 27 Jun - 
1 Jul in Ljubljana, Slovenia.  The topics will cover 
logistics support for a strategically deployed aviation 
unit, the logistics trail, maintenance personnel, and 
parts needed. 
 
6) SI-0774: Motorized Tactical Command Post does not 
have support from the original POC.  The Slovenes were 
going to participate along with their state partners 
from Colorado in a CPX exercise in Germany.  However, 
 
 
the exercise has been limited to those countries that 
are members of the coalition and the Slovenes were not 
invited to participate. 
 
7) SI-0761: NCO Instructor Dev Course will be conducted 
in Colorado Springs, CO at the Colorado Regional 
Training Institute (CRTI).

¶5. CHIEF/BAO COMMENTS: 
 
¶A.  ACSA.  The Ministry of Foreign Affairs sent a 
diplomatic note to the Embassy providing corrections to 
the Slovene translation of ACSA.  The letter and 
translation were forwarded to EUCOM and JS to determine 
how the US will proceed.  The requested changes are 
minor and hopefully will be quickly accepted by the US. 
If so, the ODC will ask the Slovenes for an 
implementing letter, which is the last step to 
implement the agreement. 
 
¶B.  Slovenia has agreed to provide 5,000 uniforms as 
Excess Defense Articles and Sierra Leone is interested 
in them.  We are coordinating with Slovenia to acquire 
pictures of the uniforms for Sierra Leone. 
 
¶C.  The multinational land force training exercise, 
Clever Ferret, was concluded on 25 May after three 
weeks of exercises, which was conducted between 
Slovenia, Hungary, and Italy.
