Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

ΒΆ1.  (SBU) Embassy on April 29 provided reftel talking points 
as a non-paper to MFA Africa-Middle East Director Jose Juan 
Hernandez Cimadevilla and on May 3 emphasized our request 
that the Dominican Republic, as a member of the coalition, 
issue a statement of support for the Iraq Transitional 
Government.  Hernandez subsequently informed us that on May 5 
he had sent an action memo through Deputy Foreign Minister 
Alejandra Liriano to Foreign Minister Carlos Morales 
Troncoso.  Embassy requested that Hernandez inform us of any 
decision.
