Understanding cables

This is an action request for Department.  See para 4. 
 
1.  (SBU) On May 24, the Embassy received diplomatic note no. 
21177-GM/2005 (faxed to WHA/AND), signed by FM Antonio Parra 
Gil, requesting USG consent and agrement for Dr. Alvaro Perez 
Intriago as Ecuador's Ambassador Extraordinary and 
Plenipotentiary to the United States. 
 
2.  (SBU) The note included an attachment (also faxed to 
WHA/AND) with Perez' CV, with the following highlights:

Education:  LLB Universidad Pontificia Catolica del Ecuador

Until 1989 he was a member of the now-defunct Liberal Radical 
Party (PLRE).  Since then he has been independent, but 
associated with Leon Febres Cordero's PSC. 
 
4.  (SBU) Action Request:  Given the GOE's speedy approval of 
the U.S. Ambassador-designee, we request expedited handling 
of this case.
