Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.

This message is sensitive but unclassified. 
 
Poloff delivered reftel demarche and associated non-paper to 
Gabriel Bernier, the Biological Weapons Convention (BWC) Desk 
Officer at the MFA's Nonproliferation Section on May 9.  In a 
follow-up conversation on May 10, Bernier said that he did 
not foresee any difficulties between France and the U.S. with 
regard to the BWC experts meeting in June.  He said that the 
French and American teams have good rapport and closely 
related views on the direction of the BWC.
