Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

Per reftel, Embassy sent diplomatic note and attachments 
regarding the Pacific Salmon Treaty Amendment on May 26, 2005 
to Foreign Affairs Canada.  According to a representative of 
Foreign Affairs' Oceans Law Division, the GOC response will 
require an "Order in Council," or cabinet-level approval. 
The process normally takes up to six weeks, but can be 
expedited when necessary.
