Understanding cables

(SBU) Pol/Econ chief delivered reftel demarche April 18 on 
encouraging constructive participation in the April 28-30 
Community of Democracies ministerial in Santiago to MFA 
Director for Bilateral Affairs Dhafer Al Umran.  Al Umran 
said that Foreign Minister Shaikh Mohammed bin Mubarak Al 
Khalifa would participate in the Iraq Neighbors Meeting in 
Turkey, which would take place at about the same time as the 
CD ministerial.  He promised to get back to us on who would 
lead the Bahraini delegation in Santiago.
