Understanding cables
Every cable message consists of three parts:

(U)  Poloff conveyed reftel points encouraging European 
capitals to contribute to the New Eurasia Foundation to the 
Spanish Foreign Ministry's chief of staff for Russian and 
Eastern European Affairs, Marta Ruiz, on April 22.  Ruiz 
responded April 27 that the MFA has not yet received a 
request for funding from Javier Solana on behalf of the 
Madariaga European Foundation.  She said the MFA would 
consider our request and respond as soon as possible.
