Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

Deputy Terrorist Finance Control Officer demarched the 
Ministry of Foreign Affairs to urge Spanish participation in 
the Luxembourg counterterrorism workshop for designators. 
Our MFA contacts informed us April 27 that Spain would be 
represented by Advisor to the Director General for 
International Affairs of Terrorism, United Nations and 
Multilateral Affairs Jose LaVina from the MFA; Rosalia 
Serrano from the Ministry of Justice's Directorate General 
for International Juridical Cooperation; and the Economic 
Counselor from Spain's Embassy to the European Union in 
Brussels.
